The Abilities Connection (TAC) is hosting a Community of Practice webinar on October 30, 2024 at 3:00 p.m. ET to share their organization's innovative strategies that have resulted in remarkable employment growth, particularly through their transformative transportation initiatives. This webinar will highlight TAC’s strategic vision and the creative solutions they’ve implemented to overcome challenges to ensure that workers with disabilities can access meaningful employment.

Access to unemployment insurance (UI) benefits has been a challenge for all workers, but especially workers of color, workers with less formal education, lower-paid workers, younger workers, and workers with disabilities, who have all been less likely to apply for and receive benefits, even when potentially eligible. Building on community-based organizations’ role in connecting workers with UI benefits, the U.S. Department of Labor launched a three-year pilot “navigator” program in 2022. The program, funded through the American Rescue Plan Act, aimed to help state UI agencies develop community partnerships. This Center for American Progress report provides an evaluation of one of the navigator programs, Maine’s Peer Workforce Navigator (PWN) program. The PWN program received state funding supplemented by federal navigator grants for unions and other community organizations to help unemployed workers access public unemployment insurance benefits and job training benefits.

On October 10, 2024, the U.S. Department of Labor (DOL) announced the approval of up to $10 million in initial emergency grant funding to North Carolina to support disaster-relief jobs and training services in 25 counties to help respond to Hurricane Helene. This DOL release explains how the National Dislocated Worker Grant – supported by the Workforce Innovation and Opportunity Act of 2014 – will allow the North Carolina Department of Commerce, Division of Workforce Solutions to provide people with temporary disaster-relief jobs for cleanup and the delivery of humanitarian assistance to address immediate, basic needs for those displaced by Hurricane Helene.

October is National Disability Employment Awareness Month, an annual recognition of the contributions of America’s workers with disabilities. In honor of this year’s theme, “Access to Good Jobs for All,” this resource by the Office of Disability Employment Policy’s Center for Advancing Policy on Employment for Youth highlights an innovative Massachusetts Commission for the Blind program that provides youth and young adults with disabilities access to high-quality employment experiences.

These Office for Family Assistance resources provide demographic data on adults and children in Temporary Assistance for Needy Families active families receiving cash assistance and closed cases. National and state-level data are available, as well as data on families receiving assistance through Separate State Program (SSP)-Maintenance-of-Effort (MOE) programs.

The National Youth Employment Coalition will host a virtual workshop on November 7, 2024 at 2:30 p.m. ET to discuss the challenges faced by youth and young adults re-entering society after incarceration, a population often overlooked and underserved. The discussions will explore the concept of social determinants of health, which significantly impact this group's well-being and reintegration. Through sharing lessons learned and best practices, the goal of the workshop is to empower youth workforce partners and members with innovative strategies to support those transitioning back into their communities. Participants will gain a deeper understanding of the unique barriers faced by this population and learn about healing-centered engagement strategies to foster holistic well-being.

Sectoral training programs train people for jobs in industries where there is strong local demand and the opportunity for career advancement. Several sectoral training models for jobs in technology have proven effective in improving long-term earnings for workers with low incomes. But many people still do not have access to these programs because the programs may be too far from home or too costly. The Google Career Certificates Fund provides funding for training providers to support 20,000 learners. Providers combine Google Career Certificates, which offer online instruction in sector-specific skills, and outcomes-based loans, in which learners are only required to pay for training and related costs if they find jobs above a certain income threshold. This MDRC brief evaluates and describes the potential of the Google Career Certificates Fund initiative as well as the sectoral training field more broadly in facilitating equitable access to career paths in technology.

An estimated 10 percent of all workers are in households where someone participated in the Supplemental Nutrition Assistance Program (SNAP) in the last year. In several occupations — including home health and personal care aides, school bus monitors, agricultural graders and sorters, and maids and housekeeping cleaners — more than 1 in 5 workers participate in SNAP. Some of the most common occupations in the country, though vital to the overall economy, have low pay, unpredictable scheduling, and few benefits. In this Center on Budget and Policy Priorities report is an analysis of data from the 2022 American Community Survey. The report discusses the support that SNAP provides to those who are working in low-paying jobs or are between jobs.

On September 27, 2024, the Office of Child Support Services (OCSS) announced their awarding of $4.7 million to help states and tribes develop and refine child support-led employment efforts for noncustodial parents under the Next Generation Child Support Employment (NextGen) grant. OCSS awarded an additional $3.4 million to the Michigan Department of Health and Human Services to provide technical assistance and evaluate the NextGen demonstration projects. This OCSS announcement highlights the demonstration grants recipients, including six states and two tribes.

Career pathways are a series of secondary, postsecondary, and/or adult education and training services that progressively lead to higher credentials and more advanced employment opportunities, with supports designed to help clients progress through these steps. The career pathways framework prepares participants for fields that are growing or in high demand (sometimes with a focus on fields growing in their geographic area), including health care, manufacturing, office administration, construction, and green industries. This Office of Planning, Research and Evaluation resource describes the effectiveness of programs that were identified by the Pathways to Work Evidence Clearinghouse as using a career pathways approach. It summarizes what is known about these programs and their impacts so Temporary Assistance for Needy Families (TANF) and other program administrators, policymakers, researchers, and the general public can apply the evidence to their context.
