Testing the Next Generation of Subsidized Employment Programs

In 2010, the U.S. Department of Health and Human Services launched the Subsidized and Transitional Employment Demonstration (STED), and the Department of Labor launched the Enhanced Transitional Jobs Demonstration (ETJD). These complementary research projects are evaluating the effectiveness of 13 subsidized employment models in ten locations across the country. The programs target “hard to employ” groups, including TANF participants, people with criminal backgrounds, and young people out of school or work, and offers subsidies for learning employment skills while working.

Income and Poverty in the United States: 2014

In this publication, the U.S. Census Bureau presents data on income and poverty in the United States based on information collected in the 2015 and earlier Current Population Survey Annual Social and Economic Supplements (CPS ASEC). It notes that in 2014, the median household income was $53,657, which was not statistically different from the 2013 median household income of $54,462. The official poverty rate was 14.8% (46.7 million individuals) in 2014, which was not statistically different from the 2013 poverty rate. The data is also categorized by demographics such as race, ethnicity, and region. For most demographic categories, income estimates did not statistically differ between 2013 and 2014.

Michigan Earn and Learn: An Outcome and Implementation Evaluation of a Transitional Job and Training Program

Elements of Effective Practice for Mentoring

The National Mentoring Partnership (MENTOR) recently released the fourth edition of Elements of Effective Practice for Mentoring, which includes a collection of research-informed practices for creating and sustaining quality youth mentoring programs. The report covers six core standards of practice: recruitment, screening, training, matching and initiating, monitoring and support, and closure. Each standard includes benchmarks and enhancements, as well as recommendations for program planning and management. In addition to Elements, MENTOR provides other resources, including a toolkit and a series of webinars, to help implement mentoring programs.

Wider Opportunities for Women provides a 12-part online course designed to help caseworkers support survivors’ economic independence through better employment. The course is divided into three units: Pathways to Financial Security, Financial Recovery and Growth, and Addressing Barriers to Economic Security. Gateway to Opportunity: Improving Parental Employment and Family Well-Being Outcomes

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA), hosted the Gateway to Opportunity: Improving Parental Employment and Family Well-Being Outcomes national TANF convening on September 1 – September 3, 2015 at the Renaissance Washington D.C. Downtown Hotel. The convening brought together TANF program administrators and national experts to promote dialogue around topics such as job-driven and career pathways training, TANF-WIOA coordination, client assessment and case management strengthening, the role of executive skills in employment outcomes, and two-generation approaches to family economic security. Gateway to Opportunity: Improving Parental Employment and Family Well-Being Outcomes provided attendees with opportunities to engage with their peers and experts from the field, to discuss best practices and the latest research, to converse with federal commissioners and ACF staff, as well as to plan ways to improve TANF programming for low-income families in their communities.
