The Goals and Dimensions of Employer Engagement in Workforce Development Programs

Raising the Bar: Impacts and Implementation of the New Heights Program for Expectant and Parenting Teens in Washington

This report from Mathematica Policy Research details an evaluation of New Heights, a DC Public Schools program that supports parenting students’ educational attainment. New Heights’ program model includes a coordinator responsible for providing targeted school-based case management, weekly educational workshops, advocacy, and incentives to both male and female students who are either expecting or parenting. The researchers found that New Heights led to significantly better outcomes in school engagement and credit accumulation, and a marginally significant impact on graduation rates for parenting students.

Work-Based Learning Policy: 50-State Scan

Record Description
Work-based learning opportunities are a critical tool for filling skills gaps for positions that require some education or training past high school. This scan from the National Skills Coalition identifies the policies that all 50 states and the District of Columbia have implemented to encourage work-based learning opportunities. The authors found that 35 states had at least one of the following policies: expansion initiatives, employer subsidies, pre-apprenticeships or youth apprenticeships, secondary student work-based learning opportunities, or policies supporting postsecondary classroom instruction for apprenticeships.

Efficient, Effective Services: Career Pathways and Lasting Economic Stability for Families

Higher family incomes are associated with a variety of positive effects on child well-being, and by connecting parents to career pathways in high-demand industries, states can foster more family stability. Research Shows Importance of “Success Sequence"

Record Description
Young adults are more likely to avoid poverty if they follow a “success sequence” in this order: earning at least a high school diploma, working full-time, and getting married before having children. This blog post from the Administration for Children and Families describes a recent report from the American Enterprise Institute and the Institute for Family Studies about millennials following this success sequence. The researchers found that 95% of millennials who married first before having children were not poor, but 72% of millennials who had children before marrying were poor. Millennials were also more likely to make it into the middle or higher end of the income distribution by age 28-34 if they married before having children. The blog post also describes ACF programs that can prevent out-of-wedlock pregnancy and promote healthy marriages.

Reengaging New York City’s Disconnected Youth Through Work: Implementation and Early Impacts of the Young Adult Internship Program

Record Description
The Young Adult Internship Program (YAIP) in New York City was recently evaluated; this report from the Office of Planning, Research and Evaluation presents implementation and early impact results from the evaluation. The YAIP program serves youth between ages 16 and 24 who are disconnected from school and work and offers support services and a temporary paid internship. The early outcomes indicate that program participation did increase the likelihood of employment and higher earnings for these youth, compared to participants in the control group, during the year after random assignment.
