The State of Learning Disabilities 2014

Record Description
This 2014 report provides an overview of the types and prevalence of learning disabilities in the United States and includes information and statistics about learning disabilities faced by school age students, post-secondary students, and working adults. Approximately 5 percent (2.4 million) of American public school students have been identified with learning disabilities as defined by the Individuals with Disabilities Education Act (IDEA). And data suggest that an additional 15% of students may be struggling due to unidentified and unaddressed learning and attention issues. The report also indicates that the prevalence of reported learning disabilities among adults is much higher for those living in poverty and more than half of people with learning disabilities (55 percent) have had some type of involvement with the criminal justice system within eight years of leaving high school.

Question from Summit County Department of Job and Family Services

Question Text

A representative from the Summit County Department of Job and Family Services would like to know if any State uses the Vocational Habilitation disability model to meet TANF work participation and to move generational TANF customers into employment? These are services designed to teach and reinforce concepts related to work, including responsibility, attendance, task completion, problem solving, social interaction, motor skill development and safety. Is it possible to use the approach that Goodwill and other agencies use that work with people with developmental disabilities?

Question from Colorado DHS

Question Text

Colorado DHS staff has a working group with a number of external partners that deals with ADA as it relates to TANF clients. State staff have asked me to check to see what other states may be doing in the area of data collection of TANF clients with ADA issues. Colorado is interested in specific data elements that states may use to identify TANF clients with ADA considerations, (what information is collected), how the info is collected, i.e. via automated systems or by other means, and to whom the information is reported or released after it is collected.
