Supporting Youth Transitioning Out of Foster Care

Record Description
Youth transitioning out of foster care and into adulthood need various supports to navigate the challenges they face. Recently, federal child welfare policy has significantly increased the availability of these supports. In 1999, the Foster Care Independence Act amended Title IV-E of the Social Security Act to create the Chafee Foster Care Independence Program. This amendment increased funds available to states for independent living services including training in daily living skills, education and employment assistance, counseling, and case management. Although these funds can be spent on a wide range of services and supports, much of the funding is being spent on services aimed at promoting educational attainment, which has become increasingly essential to economic self-sufficiency and better lifelong outcomes.

New Staffing and Retention Resources

On Tuesday, March 24, 2015, the Healthy Marriage and Responsible Fatherhood (HMRF) Technical Assistance Team conducted a webinar entitled, “Keeping the Ship Afloat: Reducing Staff Turnover and Building Stability Systems.” The webinar provided context, challenges, and solutions associated with retaining staff and managing transitions. Featured speakers discussed promising practices and lessons learned from research and a veteran program with extensive experience. HMRF also released a factsheet that highlights effective strategies programs can use to retain staff and maintain services during staff transitions. Additionally, a supplemental checklist provides tools to manage and maintain staff commitment to the program.

Strengthening Systems to Family Stability

Pathways for Advancing Careers and Education (PACE): Evaluation design report

Record Description

This report documents the structure, study components and data sources of the Pathways for Advancing Careers and Education (PACE) project. In recent years, career pathways have emerged as an innovative framework for improving education, training and skills, and improving economic self-sufficiency. PACE is the first-ever randomized trial of career pathways programs, featuring 9 of the country’s leading and innovative programs.

The evaluation design report includes:

  • an overview of PACE and the career pathways framework;
  • a description of the program selection process, the sites, and research questions;
  • a study timeline; a list of deliverables;
  • a description of the implementation study;
  • a description of the impact study; and

Testing the next generation of subsidized employment programs: An introduction to the Subsidized and Transitional Employment Demonstration and the Enhanced Transitional Jobs Demonstration

Record Description

Launched in 2010, the Subsidized and Transitional Employment Demonstration evaluation from the Department of Health and Human Services and the Enhanced Transitional Jobs Demonstration evaluation from the Department of Labor are studying 13 subsidized employment programs in 10 locations across the United States. The programs encompass three broad categories: Modified Transitional Jobs Models, Wage Subsidy Models, and Hybrid Models.

The goal of these complementary large-scale projects is to evaluate the effectiveness of the latest generation of subsidized employment models that aim to improve participants’ long-term success in the labor market. This report introduces the projects and presents some preliminary findings about implementation of the demonstrations. (author abstract)
