The 2015 National Association of State Workforce Agencies (NASWA) State Organizational Structure Survey shows how workforce and partner programs are organized within State Workforce Agencies across the United States. This map includes data and details about each State’s workforce programs.

Compared to a few decades ago, low-income children today have better access to healthcare, fewer are born to teen mothers, fewer live in foster care, and their parents have more education. However, the circumstances and outcomes of higher-income children have advanced even more rapidly, leading to expanding inequality in the resources that boost child development. Additionally, in some ways, the circumstances of low-income children have gotten worse. This report consists of a consensus plan from researchers at the Brookings Institution and the American Enterprise Institute. The plan would reduce poverty and improve opportunities for those at the lowest income levels.

This factsheet discusses the nature of trauma, abuse, and neglect, as well as the effects of trauma on children and youth. Additionally, it suggests ways to help a child who has experienced trauma. Parents or foster parents who do not understand the effects of trauma may misinterpret their child’s behavior, and attempts to address troubling behavior caused by trauma may be ineffective or even harmful. By understanding trauma, parents and foster parents can help support a child’s healing, the parent-child relationship, and their family as a whole.

The Early Head Start Family and Child Experiences Survey (Baby FACES) is a longitudinal study in 89 Early Head Start programs around the country. This report describes findings from the second wave of data collection for Baby FACES. Baby FACES follows two cohorts of children through their time in Early Head Start, starting in 2009. This report focuses primarily on children in the 1-year-old Cohort who were 2 years old in 2010. The report addresses Early Head Start program characteristics, services, and outcomes.

Developed by the Urban Institute for the U.S. Department of Education, this guidance document recommends data collection strategies and data system structures to ensure Promise Neighborhoods can manage and produce measurable results. While this guidance document is written specifically for Promise Neighborhoods, these recommendations can be applied to other place-based initiatives.

This brief from the Institute for Research on Poverty explores the crisis that poor families face in finding and maintaining affordable housing. It outlines trends that led to the current housing situation of rising costs, stagnant or falling incomes, and a shortfall of housing assistance from the Federal Government. Most poor renting families now devote over half of their income to housing costs. Additionally, eviction has become more common in low-income communities. The brief describes consequences of eviction for parents, children, and communities, as well as suggestions for policy changes.

In addition to skills like reading and math, “soft skills” such as communication and teamwork are also important for children’s success. In many cases, these soft skills are developed outside of formal education environments, such as extracurricular or community-based activities. However, there seem to be widening class gaps in participation in these after-school activities. This memo advocates for integrating more soft skills into classroom learning.

The National Responsible Fatherhood Clearinghouse (NRFC) hosted a webinar on Wednesday, January 20, 2016. The webinar focused on how responsible fatherhood programs and other interested stakeholders can help low-income fathers gain new employment skills, find better jobs, and improve their overall financial situation.
