Child Care Subsidies under the CCDF Program: An Overview of Policy Differences across States and Territories as of October 1, 2015

The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Planning, Research and Evaluation released this brief to detail the policy differences in child care subsidies across states. The Child Care and Development Fund provides funding to states, territories, and tribes to administer these child care subsidies, but states have the discretion to establish policies within broad federal guidelines. This report provides an overview of state policies, including what counts as an education or training activity, the number of hours parents must work, and the income eligibility thresholds for a family of three. The authors also detail which groups are given priority for subsidies, which groups are exempt from copayments, and the maximum reimbursement rates for providers.
