The Youth Homelessness Demonstration Program (YHDP) is an initiative designed to reduce the number of youth experiencing homelessness. The goal of the YHDP is to support selected communities, including rural, suburban, and urban areas across the United States, in the development and implementation of a coordinated community approach to preventing and ending youth homelessness. The Administration on Children, Youth and Families, Family and Youth Services Bureau (FYSB) announced the release of the Fiscal Year 2022 Transitional Living Program (TLP) Notice of Funding Opportunity (NOFO). The Transitional Living Programs implement, enhance, and/or support effective strategies for successful transition to sustainable living for runaway and homeless youth ages 16 to under 22 and/or pregnant and parenting youth ages 16 to under 22 and their dependent child(ren).

The child welfare-to-prison pipeline describes the systems that funnel youth from the child welfare system into the juvenile justice system. The child welfare system often targets and disproportionately surveils black and brown families—largely those living in poverty and dealing with the challenges of mental health, substance use, and over-policing by the criminal legal system. The National Association of Counsel for Children (NACC) will host a webinar on March 22, 2022 from 1:00 p.m. to 2:30 p.m. ET.

The session discussed the pathways into and out of youth homelessness, which disproportionally affect African American and Latino youth. The webinar highlighted the inequities and challenges that youth experiencing housing instability face every day, how we got here, and what we must change to start addressing the inequities.

This Administration for Children and Families (ACF) blogpost, published by the Commissioner of the Administration on Children, Youth, and Families, describes activities associated with this year’s observance of National Runaway Prevention Month to raise awareness of the challenges that face homeless youth. This commemoration focuses on prevention services and promotes greater understanding of why young people are homeless; in many cases, youth are asked to leave home or do so because they see no other way to improve their situation.

Profile / Case Study
This Child Trends report evaluates Nebraska’s Bridge to Independence (b2i) program for young adults who have recently exited from the foster care system. The program offers supportive services such as medical care, housing, and case management and assists participants as they attain education and employment in coordination with an assigned independence coordinator. This report’s assessment of qualitative and quantitative impacts of b2i are incorporated as part of the Nebraska Children’s Commission 2018-2019 Annual Report and will be used to set future priorities on the b2i program expansion.
