The COVID-19 pandemic has had devastating effects on the livelihoods, finances, and well-being of millions of individuals in Indian Country. Compounding the burden of job losses are widespread school shutdowns and the lack of affordable child care, which simultaneously hinder TANF-participating parents, particularly mothers, from gaining meaningful employment while imposing additional costs on already tight family resources. These trends present urgent and essential demands on Tribal TANF programs.

The Office of Family Assistance has made available preliminary FY 2020 TANF and state maintenance-of-effort (MOE) expenditures and transfer data. The data is available in tables and an interactive map, as well as national and state pie charts. Data is broken down by category of activity, including basic assistance; work, education, and training activities; and child care (including funds that states transferred to the Child Care and Development Discretionary Fund).

During this innovation station presentation, the speaker showcased Workforce 1 Connect (WF1), a communication tool created by the Minnesota Department of Human Services and the Department of Employment and Economic Development (DEED).

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this concurrent workshop, discussion focused on sharing lessons from the Pathways Clearinghouse. In addition to the enormous challenges COVID-19 posed to TANF agencies’ service delivery, it also led to sharp increases in unemployment.

The Office of Family Assistance hosted a webinar on April 28, 2021 to review the role technological literacy plays in ensuring workforce success. In this discussion, speakers defined technological literacy and how it promotes equity by equipping job seekers across generations with the skills they need to succeed at work. Presentations explored the importance of prioritizing access, digital literacy, and digital inclusion for TANF populations. Speakers also discussed ways in which these areas overlap with technological literacy.

The 2019-2020 Policy Academy for Innovative Employment Strategies (PAIES) was an intensive technical assistance experience. Sponsored by the Office of Family Assistance (OFA), the Academy helped participating sites improve coaching and career pathways approaches. This PAIES brief entitled "Building Systems Change Through Staff Engagement" informs TANF leadership about strategies to effectively engage staff to inform systems change. It shares key takeaways from the PAIES experience of the Division of Welfare and Supportive Services, Nevada’s TANF agency.

The Office of Family Assistance’s (OFA) Policy Academy for Innovative Employment Strategies (PAIES) was an intensive technical assistance (TA) initiative in 2019-2020 for Temporary Assistance for Needy Families (TANF) programs interested in improving coaching and career pathways approaches. During the initiative, participating teams received dedicated coaches, strategic planning, access to expert consultants, and tailored written resources. Additionally, they participated in several convenings, peer exchanges, and virtual trainings.
