The examination was unable to provide information on program effectiveness but does focus on the range of services offered, the targeted population, how funding is blended, and collaborative approaches of these programs.

Research-To-Practice Brief
This research-to-practice brief identifies programmatic solutions to support reentry for young adults who have been involved in the juvenile justice or criminal justice system as they navigate employment and education pathways. The brief summarizes best practices from nine communities under the three-year U.S. Department of Labor-funded Compass Rose Collaborative (CRC). CRC communities are: Southeast Arkansas; Los Angeles, California; Denver, Colorado; Hartford, Connecticut; Louisville, Kentucky; Baltimore, Maryland; Boston, Massachusetts; St. Louis, Missouri; and Albany, New York.

This brief identifies challenges for addressing families in rural areas who fall within the child welfare system and who also encounter substance misuse. It also illustrates several challenges that include a lack of family-centered options as well as transportation and technological limitations in addressing the needs of parents with substance abuse. The brief also points out the need for collaboration in rural areas between child welfare agencies and substance use treatment providers.

The U.S. Department of Labor offers a comprehensive set of resources in celebration of National Mentoring Month. This site includes information on adult mentoring, being a mentor, mentoring as a component of reentry, and workplace mentoring. Also included are materials from four previously held webinars that cover communication strategies for mentoring programs, mentoring youth with disabilities, rural mentoring, and the power of workplace mentoring with youth. There are also references to leading national mentoring organizations.

The Keystone Education Yields Success (KEYS) program is operated by the Pennsylvania Department of Public Welfare (DPW). The KEYS Program assists low-income individuals in earning a career-specific, credit-bearing certificate or an associate's degree to enable them to secure jobs that provide family-sustaining wages with benefits and greater opportunities for advancement.

This National Governors Association’s Center for Best Practices guide offers concrete policies and recommendations to create and enhance workforce systems to better prepare workers for future employment opportunities. The report focuses on three key areas: aligning education and work systems for the workforce of the future, supporting midcareer workers in their second act, and addressing the challenges faced by the rural workforce.

Innovative Programs
Horizon Communities, formerly known as Kairos Horizon, was established in 1999, when the first residential program was created. Horizon Communities in prison is a catalyst in redeveloping and rehabilitating inmates for a second chance in life. With half the recidivism rate of state prisons, the program provides a platform that predicates discipline, knowledge, and structure necessary to be a constructive and positive participant in society. It represents a fundamental and distinctive change in criminal and social justice.

Faith Connections is an interdenominational, faith-based program in Wilson, North Carolina that works with government agencies to provide assistance to working families. The program is Wilson’s first collaborative program linking churches and pastors to those with needs unmet through public assistance. Faith Connections was designed by the Wilson County Department of Social Services (DSS) and is an accessible call-in resource.

Maryland’s Lower Eastern Shore job center and its partners have streamlined TANF and WIOA assessment and referral processes, as well as sharing staff, spaces, and resources across programs, to improve service delivery to TANF customers. Job center partners aim to match job seekers with employers through opportunities such as a “reverse job fair,” a job search database, and a regional job developer to specifically work with customers.
