The Administration for Children and Families (ACF) requests caseload data for October 2019 on the number of foster children supported with public funds and the number of children in families receiving TANF payments in excess of the poverty income level under the 2019 HHS Poverty Guidelines. The data will be used as part of a formula to allocate FY 2020 U.S. Department of Education, Title I, Part A of Elementary and Secondary Education Act (ESEA) funds.

The Larimer County Works Program has implemented a goal achievement coaching model (Goal4 It!) hand-in-glove with a technology-based coaching platform, TuaPath. The combined approach, referred to as My Journey to Success, has redirected TANF staff and participants’ time and energy toward employment outcomes. With online and in-person tools to plan and track action steps with coaches, this approach supports participants in building executive function skills, goal setting capacity, and accountability to reach employment and life goals.

This MDRC set of videos identifies how implementation research is used to evaluate and improve program performance in real time, rather than identifying findings at the conclusion of a long-term longitudinal study. Profiles of three programs that have used implementation research are featured in the videos and include Communities in Schools, Detroit Promise Path, and Madison Strategies.

This Office of Planning, Research, and Evaluation report assesses the impact and outcomes of the employment coaching model. Key questions in this evaluation include analysis about the intermediate outcomes related to pursuing goals and employment and economic security outcomes for low-income people and whether the impacts of the coaching interventions change over time or differ among the diverse groups of participants. The report also examines how employment coaching models were implemented and what contributes to how and whether employment coaching is implemented.

The Oklahoma Department of Human Services has adopted an innovative approach to preparing Temporary Assistance for Needy Families (TANF) participants for employment: fully integrating relationship skills education into its work readiness program. By transforming its TANF orientation process to focus on soft skills development and navigating workplace relationships, the agency’s integrated approach is laying a foundation for helping TANF participants obtain and sustain employment.

The Kansas Department for Children and Families is improving employment retention for participants in its Successful Families Program (TANF) with a new staffing strategy. By creating the specialized roles of “Career Navigators” and “Transitional Retention Specialists,” the program offers TANF participants individualized career development services, connections to employers and employment opportunities, and post-employment services to help navigate the cliff effect and support job retention.

Leadership and frontline staff in Adams and Jefferson Counties are making intentional changes to coordinate employment services for TANF and WIOA clients within their respective counties. This brief highlights joint TANF-WIOA efforts in each site, including the alignment of job readiness workshop content, the development of shared tools for tracking clients’ job placement, and cross-funded opportunities for both TANF and non-TANF clients (e.g., Adams County’s diversion program and Jefferson County’s information technology job training program).

This case statement highlights the American Job Center in Central Pennsylvania (PA CareerLink®), which provides employment services to TANF (through the Employment Advancement Retention Network or EARN) and WIOA clients. With support from specialized staff at each step of the job seeking process, clients can access Job Connections workshops, assistance from job developers, and employer engagement opportunities. This PA CareerLink® also offers adult basic education services and a designated van to provide transportation assistance, among other services, for EARN clients.

This brief describes the strong collaborative culture among TANF and WIOA programs at the Larimer County Economic and Workforce Development (LCEWD) in Colorado. This American Job Center’s strategies to coordinate service delivery include targeted co-enrollments in TANF and WIOA, cross-program teams to organize work-based learning opportunities, and communication platforms to discuss shared customers. Leadership has also formalized collaboration with intentional hiring practices, management teams, and a shared mission.
