This report examines county-wide approaches for addressing substance use among high school age youth. Approximately 30 percent of high school students report using alcohol, 20 percent of youth report binge drinking, 20 percent report marijuana use, and nearly 12 percent of high school students report using illicit or injectable drugs. The report notes that while overall alcohol, tobacco, and drug use have decreased among youth, the complexity of substance abuse requires increased emphasis on prevention, intervention, and treatment strategies at the county level.

The Administration for Children and Families (ACF) requests caseload data for October 2019 on the number of foster children supported with public funds and the number of children in families receiving TANF payments in excess of the poverty income level under the 2019 HHS Poverty Guidelines. The data will be used as part of a formula to allocate FY 2020 U.S. Department of Education, Title I, Part A of Elementary and Secondary Education Act (ESEA) funds.

This Aspen Institute toolkit provides practical guidance for employers on how to approach and engage opportunity youth (young people who are neither in school nor working) and design initiatives so they are positioned for current and future economic challenges and jobs. The toolkit also offers resources on how to use labor market research as the basis of conversation between employers and youth. The approach is drawn from insights from Denver, New York, and Seattle pilots.

The National Association of Counties will host the first of a two-part webinar on October 10, 2019 from 2:00 p.m. to 3:00 p.m. ET to review the collection, management, and sharing of data among health and human services and justice systems to address incarcerated persons with mental illness. Subject matter experts from county health and human services and justice systems at the local level will discuss the processes they use to collect, share, integrate, and analyze pertinent data.
