Type of Program/Practice: Since 1985, Project Match has engaged in program development and research in a range of fields related to low–income populations, including welfare–to–work, workforce development, and family stability. All the program models developed by Project Match are grounded in theories of human development, which focus on understanding the process of change and growth in individuals. For government welfare agencies, Project Match created the Pathways Case Management System in the mid–1990s. Pathways has been implemented in more than 20 sites across the country, primarily in county welfare agencies in California and New York..
